After technical education he studied philosophy, history of art and journalism at the University of Vienna, where he got his PhD in 1974. Founder and Secretary General of IAFeS – International Association of eScience. Member of Editorial Board “European Journal of Contemporary Economics and Management”.

At present professor at Bonch-Bruevich Saint Petersburg State University of Telecommunications, Russia, Jianghan University, Wuhan, China, Visiting Professor at Danube University Krems, Austria.
